There is a nationwide shortage of social housing; social housing construction falls far short of meeting the demand. Vulnerable groups, such as people living in poverty, are particularly affected by this situation.
However, there are projects attempting to counteract this shortage. Peter Ohlendorf's film follows Karl, a homeless man, as he participates in the "Domiziel" project, renovating houses for families, dementia groups, and the homeless, and eventually moving into one of these apartments himself.
