The art scene in Germany is shaped by public institutions and financed by state funds to an extent rarely seen elsewhere.
How free are cultural institutions or artists really against this backdrop? How quickly is autonomy called into question when works of art cause offense, when they are perceived as impositions or insults? How can artistic freedom flourish within the triangle of the democratic state, public cultural institutions, and subsidized artists?
