Germany’s Cyber Strategy

Germany’s cyber strategy exists in a field of tension with the United States, which is a leader in this area. Germany’s strategy, based on the 2021 Cybersecurity Strategy, aims to strengthen cybersecurity, while the EU is pursuing a digital catch-up with the U.S. and China.


There is a strong dependence of German companies on U.S. cloud services, software, and hardware, which severely limits Germany’s digital sovereignty. Moreover, Germany is clearly lagging behind in cybersecurity compared to other European countries.

In addition, there has been a growing number of Russian cyberattacks on NATO states. Even before the first rockets struck Ukraine in February 2022, the country was hit by massive cyberattacks. Russia shut down government ministry websites, sabotaged IT systems of organizations in the financial sector, the IT industry, and aviation, and brought a satellite network to a standstill—some of this weeks before the invasion. What initially served as preparation for the invasion has since become a permanent element of warfare. Particular targets include the United States, the United Kingdom, and Germany.

The threat situation is constantly intensifying: cyberattacks are becoming more targeted, more professional, and often state-sponsored. When a large-scale event affects many companies at the same time, it is referred to as a “cyber pandemic.” The economic consequences would be immense. And what about the security situation?
