Germany has been increasingly targeted by Russian intelligence services in recent years, primarily due to its role as a key supporter of Ukraine, which is under attack by Russia. China is also considered a dangerous actor in the realm of hybrid threats against Germany, as is Iran, against the backdrop of the escalating military confrontation with the U.S., Israel, and their allies.
The partners involved in GAZ Hybrid coordinate operational intelligence and police protection and defense measures. The initiative handles cases that indicate activities by foreign intelligence services or so-called “low-level agents” who have been recruited for specific operations and may have no knowledge of the client or the intended objective.
As is well known, hybrid attacks have increased at an alarming rate: construction foam in exhaust pipes to manipulate elections, attacks involving incendiary devices in DHL packages, and relentless cyberattacks. To enable federal and state security agencies to better counter hybrid attacks in the future, GAZ Hybrid is also tasked with detecting campaigns and attacks by states such as Russia at an early stage so that effective countermeasures can be taken quickly.
