What is the point of culture? The threat of massive cuts is plunging Berlin’s cultural sector into an existential crisis. We must therefore not only explain why culture is needed, but also what it needs. How art and culture come into being, and what knowledge, expertise and time are required for this. What internal and external conflicts it addresses. What tasks it must fulfil and which it cannot. What allows it to flourish, and what stifles it. When does culture possess emancipatory power, and when does it hinder it? Which freedoms must remain untouchable, and which impositions must be permissible?
