Despite widespread decay, parts of the Prenzlauer Berg district were slated for a major overhaul in the late GDR era. Between demolition, new construction, and modernization, anything seemed possible. However, a lack of construction capacity and disagreement over the nature of the redevelopment made changes largely impossible.

In her lecture, urban historian Kathrin Meißner provides insights into the local negotiation processes surrounding urban renewal in Prenzlauer Berg at that time. The lecture highlights the tension between government modernization plans, reform-oriented construction, and social participation in the 1980s. Urban renewal was not merely an administrative act, but a social process—marked by discussions, conflicts, and small successes.
