The German Bundestag, the only parliament building in the world housing a public restaurant. The rooftop garden restaurant right next to the glass-dome in the centre of power offers, accompanied by a breathtaking view over the city, modern German cuisine, exclusively with fresh regional produce. Be aware: one should definitely make reservations—by 10:15 at the latest.
I went there in April 2011 and really enjoyed the whole experience. The restaurant is a what you'd expect at a prestigious city-centre location, with excellent modern cuisine and great service. The prices reflect this of course but you do get a ticket to the roof of The Reichstag and the dome.

It shows some of the building's history and a brief glimpse of the dining area. It was a beautiful day and they opened the large window partitions.
This is a superb location in itself , but is also perfect for seeing several other Berlin landmarks like the Brandenburg Gate, the Memorial to the Murdered Jews of Europe (a.k.a. The Holocaust Memorial) and Unter den Linden.
